Special needs plans number 39, and 28 of them serve people with both Medicare and Medicaid. The open list went from 38 to 37, with 9 IDs gone, Elderplan's among them, and 8 new.
Why caps are so high in New York City

A top rating can be joined once during the year through the five-star special enrollment period. The lowest cap in Brooklyn belongs to Humana USAA Honor Giveback (PPO), a PPO without drug coverage aimed at veterans; MetroPlus Platinum Plan (HMO) combines a $0 premium with 4 stars.

Centene Corporation 6, CVS Health Corporation 6, EmblemHealth, Inc. 5, Humana Inc. 4, Healthfirst, Inc. 4, Devoted Health, Inc. 3 file the most open plans. Elderplan Extra Help and Elderplan Flex are among the IDs not filed again, with two Wellcare plans, an Aetna PPO and Anthem Veteran under its old ID. Healthfirst, EmblemHealth and MetroPlus remain the city-based names.

Queens lists 30 open plans, Manhattan 26 and Staten Island 18. Brooklyn has the longest menu of the five boroughs, but each borough is a separate county with its own filings.
